This is written in a 'verse I plan on expanding where Neal is a boy (four, in this fic), who has been adopted by Peter and Elizabeth. Peter's sister is Ellen Parker, and she got Neal into their care after her partner, James Bennett, was arrested for murder. The first story is Santa Day.
